It argues that the expressive value of democracy supports an ideal of inclusion, whereas the experimental value of democracy supports that of innovation. Mills’ notion of the domination contract to develop a Kantian theory of justice. Kant and Hegel's racist development thesis assumes that nonwhite, non-European racial groups are defective practical agents.
